Kate Burrows

Kate Burrows is a tender writer and submission specialist with more than 20 years’ experience. She works with Proof Communications to help clients submit compliant, competitive and client-focused responses.

Kate fell into tendering with a background in journalism, communications and marketing. Her first bid was a $9 billion defence tender in 2004, and she has since worked on some of the largest infrastructure, construction and transport proposals across Australasia.

Kate has helped clients win more than $30 billion in new business. She has completed large-scale public transport and infrastructure tenders, including Sydney Light Rail, Sydney Bus, Melbourne Bus, Hunter Transmission Project, Warringah Freeway Upgrade and NSW Aboriginal Social Housing Grant Project.

Kate applies her storytelling expertise across small and large tenders. She is passionate about supporting small businesses to help them succeed in tendering.

Since joining Proof Communications, Kate has helped clients to submit high-quality submissions in industries including workwear, defence, education and law. She helped one Melbourne-based client to win a $1 million contract in 2025.

Kate also has experience preparing tenders for cleaning, security, manufacturing, health, professional services, education and social services.

She provides Proof Communication clients with an efficient and professional approach to help them win new business and ensure the tender process is as seamless as possible.
